From what I know of the chairman I doubt he said it as an incentive to play well - he doesn't seem to care how they do. Meant as an incentive to their players, and also because he figures it's no good for anyone to be whipping boys for that long, and they'd be better playing at the right level. Maybe as the only supporter I know, you could confirm or deny that rumour?
