		<description>It's slightly different.  I don't agree with the way it's been presented - (Trevor Phillips is one of these New Labour 'ideas' men.  But he's never been elected, or selected to stand for elected office.  Whenever I see or hear him, I understand why.  He has no capacity for spin, what he does is shove ideas out, so they stick him in the background in thinktanks.  Except he's frustrated by this, he so desparately wants to be an MP, so keeps sticking his foot firmly in his mouth)

But the idea is essentially similar to what me wife did with her on-track group in school; that is, take percieved to be bright under-achievers and try and re-focus them.  Except the teachers, asked to select candidates, picked the troublemakers they wanted out of the classroom, not the bright under-achievers.  The difference with Trvoe Philipps idea is that he's very pro-positive discrimination.  So he'd apply this solely to male, black underachievers.  The sentiment, trying to drag underachievers out of a vicious cycle, is laudable, the execution lamentable.</description>
