Doesn't say they can't be elected though... I've never heard his laugh so I can't comment on his genius, can't see how haveing a good laugh qualifies you for genius status, although it is of course required if you want to be an evil genius. Also I think it's fair to say tat Mordechai Vanunu wouldn't be a good choice, hard to see how he'd make the meetings from his prison cell.
